It was prepared by the commission preparing the draft of the new Constitution of the Republic of Azerbaijan under the chairmanship of the President of the Republic of Azerbaijan Heydar Aliyev, and was adopted in a national vote (referendum) on November 12, 1995. It entered into force on November 27, 1995.
